SCHOOL ZONE NODES CANNOT BE MOVED

Standard bug
Steps to reproduce this issue:
When a school zone polygon is created by overlapping or superimposing another location polygon in the WME, and a modification to the school zone polygon is required, attempting to move school zone nodes that are within the polygon of another place results in an error (not able to move it).

In order to make a school zone node displacement, the other polygon must be moved out from the node to be able to manipulate the school zone polygon nodes.

This occurs in both the Production and Beta versions of the WME.

I request explanation, advice or correction for this situation.
