Map features not loading consistently on map pan/refresh

Standard bug
Steps to reproduce this issue:
It can happen on loading WME, also occurs when panning around.
It sometimes fails to load places, school zones, comments, etc.

I can reproduce this pretty much straight away in ROW. Could not get it to error when in IL or USA
