There wazer’s ID doesn’t show in the forum memberlist, so I can’t even direct IM.

Did you get this “a new comment on a road closure” in an email? If so, those comments will be generated on the app. If you can’t find the username on the user list, then the user probably doesn’t have a user account on Waze, and you won’t be able to send them a message.
